IEEE Revises Standards for Message Sets in Traffic Emergencies

The Institute of Electrical and Electronics Engineers Inc. (IEEE) revised two standards that provide uniform message sets to aid consistent communications in traffic emergencies. One is the base standard for traffic incident message sets and the other concerns message sets for incidents involving hazardous materials.

The revision of IEEE 1512 - Standard for Common Incident Management Message Sets for Use by Emergency Management Centers - brings this standard up to date with message set changes made in other standards. IEEE 1512 provides for the generation and transmission of consistent messages by an emergency management center to all other subsystems, such as fleet and freight management centers and dispatch centers, as well as to other traffic incident management providers.

IEEE 1512.3 - Standard for Hazardous Material Incident Management Message Sets for Use by Emergency Management Centers - was revised to meet current U.S. Department of Transportation (DOT) mandates. The revision also accommodates the widely used XML language, making the standard easier for police, fire and transportation departments, emergency medical groups and other parties to implement.

The uniform message content defined in IEEE 1512.3 can help emergency responders better control and confine hazardous materials during and after an incident. It helps responders access accurate information so they can make critical decisions more easily and reduce traffic congestion and incident severity. This information includes safety data on the materials involved in an incident, the routes involved and more.

The IEEE also reaffirmed the continued use of IEEE 1455 - IEEE Standard for Message Sets for Vehicle/Roadside Communications.

The IEEE 1512 standards were sponsored by the IEEE Vehicular Technology Committee and performed under the auspices of the DOT.
